Staff Excellence

Officer Gloria Henderson embodies the highest standards of professionalism, integrity, and dedication. In her leadership of the District 1 Faith-Based Caseload, she has built strong, trusted partnerships with organizations such as Good Samaritan, Union Gospel Mission, 24/7, Heart to Heart, and Absolute Ministries. Through her efforts, she has enhanced support for both male and female participants, and her collaborative approach has significantly increased the effectiveness and reach of these vital programs. In addition to her caseload responsibilities, Officer Henderson plays an essential role in training and development within District 1. She serves as a primary Phase One training officer, an OC instructor, a fentanyl abuse trainer, and is actively working toward becoming a firearms instructor. She also contributes to the IDOC Critical Incident Stress Management (CISM) team, where her professionalism, empathy, and steady presence provide meaningful support to staff during some of their most challenging moments. Officer Henderson’s unwavering dedication, strong leadership, and exceptional work ethic make a lasting, positive impact on both staff and clients. She exemplifies the excellence and values that strengthen our department every day.

Ray is recognized for outstanding dedication to our agency’s values and for consistently delivering exceptional customer service. Ray exemplifies the standards we strive to uphold, and his daily work reflects professionalism, integrity, and genuine commitment to both staff and residents. He maintains a positive, encouraging presence and sets a strong example for others. Ray readily asks questions, seeks clarification, and adapts quickly to new expectations. He communicates clearly, respectfully, and openly with peers, leadership, community partners, and residents. Ray is committed to continuous growth, setting goals and actively pursuing opportunities to improve. His efforts help cultivate a supportive, collaborative environment where both staff and residents feel valued and empowered.

In her leadership of the statewide Presentence Investigation (PSI) program, Shandel has earned the trust and respect of staff across Idaho. Colleagues consistently describe her as organized, fair, and exceptionally supportive, qualities that have become synonymous with the way she approaches her work. Shandel embodies the definition of a team player. When team members fall behind or unexpected needs arise, Shandel is the first to step in and provide relief without hesitation. She continually looks for opportunities to streamline workflow, enhance efficiency, improve the overall functioning of the PSI program, and supports investigators across the state. Her depth of knowledge and experience make her an indispensable resource the Probation and Parole and for those who work alongside her. Simply put, Shandel is the “North Star” for PSIs across the state.

Gene’s consistently positive attitude uplifts those around him and helps create an atmosphere of encouragement throughout the institution. His ability to understand others—paired with attentiveness to the needs of both residents and staff—reflects a deep sense of empathy and respect, fostering a workplace where everyone feels valued. Gene’s open communication style and commitment to empowering others have created opportunities for growth, collaboration, and shared success. By promoting constructive dialogue and supporting those in his care, he helps residents build confidence, pursue their GED, and achieve their goals. Each day, Gene demonstrates the core IDOC values of positivity, understanding, and empowerment. His contributions make NICI a place where people feel heard, supported, and motivated to thrive.

District 7 Probation and Parole Officer Hyrum Smith is a top performer. Hyrum consistently demonstrates exceptional productivity, professionalism, and reliability while managing a high-risk SO caseload and maintaining an outstanding percentage of standards met each month. His performance as a high COS collector further reflects his strong work ethic and commitment to excellence. In addition to his caseload responsibilities, Hyrum serves as a TAC Officer, where he has trained multiple new staff members and continues to provide valuable guidance and support to colleagues in the field. His dedication to both staff safety and public safety is evident in every aspect of his work. Hyrum’s professionalism and ability to build strong partnerships with local law enforcement have strengthened collaboration efforts and enhanced the effectiveness of our team. Most recently, he expanded his responsibilities by joining the Greater Idaho Fugitive Task Force while continuing to successfully manage his existing workload at a high level. Hyrum’s unwavering dedication, leadership, and reliability make him an invaluable member of our team and District 7.

IDOC’s people-first approach to leadership is reflected in leaders like Gretchen Woodland. At the East Boise Community Reentry Center, Gretchen has built a culture grounded in trust, accountability, and support—where staff feel valued, heard, and equipped to succeed. She is known for being approachable, hardworking, and intentional about investing in her team, whether that’s through mentorship, clear communication, or recognizing the contributions of others. Gretchen understands that strong staff lead to stronger outcomes. By prioritizing professional development, encouraging collaboration, and maintaining a positive, solutions-focused environment, she helps her team stay engaged and motivated in a challenging and important line of work. Her leadership is making a measurable impact. In a recent employee satisfaction survey, 94% of staff at the East Boise Community Reentry Center reported they are happy working for IDOC and value the leadership Gretchen provides—a reflection of the culture she has worked to build every day.

Steven Martinez has a tremendous impact within the district and consistently goes above and beyond in every aspect of his role. He serves as an instructor across multiple topics, manages a caseload, and willingly takes on additional challenging assignments whenever there is a need—among many other contributions. Steven brings an upbeat, approachable presence to the workplace. He is reliable, easy to talk to, and consistently maintains a positive attitude. His professionalism and openness help create an environment where staff at all levels feel comfortable asking questions, seeking guidance, and sharing ideas. Steven’s steady leadership, character, and commitment to his work make him a role model for many and a valued member of District 7 Probation and Parole. His dedication and positivity have a meaningful impact on both staff and the work being done every day.
