Naloxone (brand names Narcan ®, Kloxxado ®, and others) is a life-saving medication that can reverse an overdose from opioids—including heroin, fentanyl, and prescription opioid medications—when given quickly. Naloxone is easy to use and carry and it can be used without medical training or authorization.

Naloxone won't harm someone if they're overdosing on drugs other than opioids, so it's always best to use it if you think someone is experiencing an overdose. 

In Idaho, anyone with a valid reason can ask for a prescription for naloxone from a physician, physician’s assistant, nurse practitioner, or pharmacist. You can get it for you or a loved one.

The cost of naloxone is covered by Medicaid. Friends, family, or the individual may request a prescription at their local pharmacy. Bring the Medicaid number and patient name with you.

Dangers of Fentanyl

Why is fentanyl so dangerous?

  1. It's unusually strong and cheap compared to other drugs.
  2. Fentanyl's strength can vary widely from batch to batch, making it hard to know how much someone is taking.
  3. It's often hidden in or disguised as other substances and sold to people without their knowledge.

Legal and illegal fentanyl comes in many forms including: Lollipops and lozenges, transdermal patches, oral drops nasal spray, powder, injectable liquid, pills and capsules.

Fentanyl and products containing fentanyl have many street names including: little things, blues (bluebirds, blueberry pie, etc.), skittles, rainbows, shocktarts, M30, mexi's, feny's, cake (birthday cake, funnel cake, etc.), T&T, Tango & Cash, and many others. 

Criminal drug networks are mass producing fake prescription pills made to look like valid prescription drugs such as Oxycontin®, Percocet®, Vicodin®, Xanax®, and Adderall®.  Many of these fake medications contain fentanyl and can be deadly.  DEA Laboratory Testing Reveals that six out of ten Fentanyl-Laced Fake Prescription Pills Now Contain a Potentially Lethal Dose of Fentanyl.

Fentanyl

Over the past several years, our nation has seen a dramatic increase in overdose deaths involving synthetic opioids, specifically fentanyl. Fentanyl is a powerful synthetic opioid that is similar to morphine but is 50 to 100 times more potent.  Its legitimate medical use is as a prescription drug typically used to treat pain.  Unfortunately, organized drug cartels based in Mexico are manufacturing and smuggling fentanyl into the U.S., furthering an already sizable opioid abuse problem.   

Just two milligrams of fentanyl, the small amount that fits on the tip of a pencil, is considered a potentially deadly dose. According to the CDC, 107,622 Americans died of drug poisoning in 2021, with 66 percent of those deaths involving synthetic opioids like fentanyl. A study from the Idaho Office of Drug Policy reveals that the number of drug overdoses has doubled in our state since 2012.  Statistically, one Idahoan will die each day of a drug overdose with that number expected to rise given current trends.

Signs of opioid overdose

Recognizing the signs of opioid overdose can save a life. Here are some things to look for:

  • Small, constricted "pinpoint pupils"
  • Falling asleep or losing consciousness
  • Slow, weak, or no breathing
  • Choking or gurgling sounds
  • Limp body
  • Cold and/or clammy skin
  • Discolored skin (especially in lips and nails)

If you suspect someone is experiencing an overdose CALL 911

It may be hard to tell whether a person is high or experiencing an opioid overdose.  If you are unsure, treat it like an overdose and act right away.  You could save a life. 

  • Try to wake the person up 
  • Call 911
  • Administer naloxone, if available 
  • Check pulse and breathing 
  • Begin rescue breathing or follow dispatcher instructions
  • Re-administer naloxone, if needed 
  • Try to keep the person awake and breathing 
  • Lay the person on their side to prevent choking 
  • Stay with the person until emergency assistance arrives

Clinical & Substance Abuse

Clients receive substance abuse evaluation during presentence investigation, at signs of risk, during relapse and upon parole reentry.  PSI Investigators, Probation & Parole Officers and the qualified members of our District Clinical Teams provide timely intervention through administration of SUD funding and community referrals.

PSI Process

Each District office is staffed with a Substance Use Disorders (SUD) Team, each team prepares SUD assessments as part of the 19-2524 process. Teams help coordinate screeners/assessments that need to be completed as well as locate assessments that have already been completed that assist the client through the sentencing process.

Reentry

Clients coming out of the IDOC facilities often need assistance with resources and basic needs, Each Districts SUD team will coordinate meetings with clients to link clients to community-based programs, resources, and needs.  SUD teams can help clients apply for Medicaid, and often have a great deal of knowledge that they are always willing to share.

Programming Groups

As individuals successfully complete programming groups within the IDOC facilities, the SUD teams have aftercare groups to help clients practice previously learned skills in real life situations. IDOC conducts programming groups using Evidence Based Practices and focuses on a cognitive-behavioral approach. Groups are offered throughout the day to provide clients flexibility in scheduling based on need, and availability.

Limited Supervision Unit

The Limited Supervision Unit (LSU) is the Idaho Department of Correction ’s statewide low risk caseload. This unit is supervised by two Sr. Probation and Parole Officers, supervising over 1,300+ clients spread-out through the State of Idaho.

All client’s must meet certain criteria to be considered and accepted to LSU and certain crimes maybe a disqualifier for acceptance. All clients are required to check-in once a month by an online monthly report, actively pay on their cost of supervision and court obligations (restitution), continue to abide by their court order/parole agreement and IDOC Agreement of Supervision Conditions. Client’s who have been accepted to LSU have shown to live pro-social lives and be a healthy member of society.

If you are on felony probation and parole and have completed all required treatment/programming, actively paying on your court obligations or has been paid in full, and in compliance with your supervision, talk to you probation/parole officer today!

Assessing Sex Offenders

IDOC Assessment Tools

Probation and Parole Officers ensure that sex offenders are assessed using specific risk assessment tools, subject to specialized conditions of probation or parole, and given specific restrictions while on supervision.

Intake

In each District, any client convicted of an offense that has a sexual component is supervised under the Sex Offender Agreement of Supervision. This type of supervision is mandatory regardless if the offense is registerable under state law or the Court has ordered that the client does not have to register.

Assessments

The Idaho Department of Correction uses specific assessments to determine supervision level, risk level, and needs of all clients supervised by Probation and Parole.

Case Planning

Case planning is conducted during the sex offender's period of supervision with the Probation and Parole Officer making specific directives that can include the following:

  • Psychosexual assessment
  • Polygraph testing
  • Sex offender treatment/aftercare
  • Stable employment and housing
  • Maintaining employment and stable housing
  • Substance abuse for drugs and/or alcohol
  • Additional treatment and programming
  • Restitution and/or court fees/fines payment

Specialized Restrictions

The Idaho Department of Correction imposes certain specialized restrictions and supervised conditions regarding the following:

  • Chaperones
  • Housing
  • Employment and education
  • Community activity and travel
  • Monthly reporting
  • Polygraph testing
  • In-State/out-of-State transfers

Interstate Compact rules govern the transfer of sex offenders from one state to another and they are not allowed to leave the state of Idaho until the receiving state approves the transfer providing an Officer for supervision and investigation.

Information for Sex Offenders

IDOC Sex Offender Community Supervision/Registration

Sex offenders under supervision with IDOC must adhere to the State of Idaho registration requirements, strictly follow the Sex Offender Agreement of Supervision, have monthly contact with their Probation and Parole Officer, and submit to all polygraph testing and treatment requirements.

State of Idaho Sex Offender Registration Requirements

This information pertains to felony adult sex offenders only. Sex offender registration in Idaho began on July 1, 1993, which established a statutory duty for persons convicted of certain felony sex crimes to register with their local sheriff. In 1998, the Legislature repealed the original act and enacted the "Sexual Offenders Registration Notification and Community Right-to-Know Act" to strengthen program administration and to expand public access to central registry information. The new registration law became effective July 1, 1998, under code Title 18, Chapter 83, Idaho Code (sections 18-8301 through 18-8329).

All clients under supervision with IDOC must strictly adhere to registration laws and are subject to prosecution for a felony, Failure to Register, for any non-compliance.

Registration Time Requirements Post Release and Sentencing

All sex offenders are required to register their address with the local Sheriff's Department no later than two (2) working days after sentence is imposed or judgment is withheld.

Address/Name Changes: All sex offenders must notify the local registration office in written form of any address or name changes within two (2) business days of such change.

Annual Registration: All clients are required to register annually with their local Sheriff's office. Registration verifications are mailed every four (4) months after the initial registration is completed and will have the day/month the offender is required to register annually. Sex offenders are required to fill out the verification forms and returned by mail within seven (7) days of original stamped mailing date. Annual registration is required and failing to register in the state of Idaho is a felony. All failure to register cases will be referred to local law enforcement to be charged as such by IDOC staff.

Out-of-State Transfers: All sex offenders are required to register within the transfer receiving state within ten (10) days of relocation and to notify the initial registration office of the relocation with the new out-of-state address within five (5) business days.

NOTE: All change of address requests must be properly investigated and approved by your supervising probation and parole officer PRIOR to changing residence locations. Failure to make the proper request will result in a probation violation being filed with your sentencing court.
