Contract facilities are secure institutions operated by private sector corporations that are used by IDOC to reduce overcrowding at our facilities. The Deputy Warden and contract monitors maintain oversight of these facilities and conduct scheduled and unscheduled visits to all contract facilities as well as jails operated by local governments, as dictated by Idaho Statute. IMSI Visiting Hours

Contraband: Idaho code 18-2510 states that a person commits a crime by knowingly introducing or possessing contraband in a correctional facility. Contraband includes but is not limited to tobacco, cell phone(s) or telecommunication equipment, controlled/illegal substances, firearms or dangerous weapons, ammunition/explosives, and escape tools or devices. Violations are punishable by imprisonment of up to 5 years and/or fine of up to $10,000.

IMSI Visiting Schedule

  • All visits will be scheduled either through unit staff or by concern form.
  • Visitors must be on time or will not be allowed entry into the facility.
  • All visiting rules will be followed, or termination of visit may occur.
  • Residents are allowed two visitors per visit. Residents must be approved by request for more than two visitors prior to visit.
  • Residents will have their ID and green top and green bottom, or visitation will be denied.

Effective Nov. 24, 2022:

Visiting is offered four days a week, Thursday through Sunday. Visiting is closed Monday through Wednesday.

We will have the following visiting groups:

  • Group #2: B-block (non-contact)
  • Group #3: C-block (non-contact)

The cost of voice only phone calls will increase to $0.08 per minute starting on April 1, 2026. We understand this change may cause concern, so we want to explain why it is necessary.

The overall cost of providing daily care and services for IDOC residents has risen significantly. These costs include resident enrichment (such as recreational equipment, education supplies, and hobby supplies), food, medical services, facility maintenance, and technology systems.  As these costs increase, we must be fiscally responsible and look for ways to offset even a small portion of those expenses.

We know how important it is for you to stay connected with your friends and family. The decision to make this adjustment is not made lightly, and we are committed to keeping services accessible while also meeting the financial demands necessary to ensure continued care.

The Idaho Department of Correction partners with Access Corrections, a money management services provider, to offer many secure, convenient options to make deposits into a resident's trust account or pay probation and parole fees:

  • Access Corrections App: Send money or make payments on the go, 24/7, with their free Android or iOS mobile app. Mastercard and VISA accepted.
  • accesscorrections.com: Easy online deposits or payments, 24/7 using Mastercard and VISA.
  • 866-345-1884: Speak with a live, bilingual agent, 24/7, using Mastercard and VISA.
  • Walk-in Retailer: Register at cashpaytoday.com, get a barcode and make a cash deposit or payment where you shop, including CVS, Dollar General, Family Dollar, 7-Eleven, and Walgreens.
  • Lockbox: Mail checks or money orders to their secure lockbox using the deposit or payment forms.

*With the exception of the Lockbox, transaction fees will be applied to each of these transaction methods.

Community-based population

In addition to the options listed above, Access Corrections provides kiosks at each of the main IDOC Probation & Parole district offices to pay COS or Interstate Compact application fees. Cash, Mastercard, and VISA accepted.

Commissary

Residents housed in Idaho Department of Correction prisons and community work centers may purchase supplemental hygiene products, food, electronics, and clothing through the prison commissary. Commissary goods are provided through a contract with Keefe Commissary Network. Each facility has the ability to customize their commissary menu to meet the needs of their custody level. Residents may order products weekly using their accounts. Orders are delivered weekly in each facility. Family members can provide additional money to make commissary purchases by sending money orders or cashier's checks (no cash or personal checks) payable to the resident with their IDOC number included. More information about the process can be found at resident accounts

The Idaho Department of Correction offers a method for friends and family members to purchase packages for their loved ones who are incarcerated. Families may select from a variety of food and hygiene items to customize each package. Individuals who owe cost of supervision fees will not be allowed to participate in the package program. This restriction is lifted for the months of November, December, and January. Payment is by credit/debit card, cashier's check, or money order.

Adult Correctional Facilities

The Idaho Department of Correction (IDOC) houses approximately 8,000 incarcerated individuals in ten state-owned prisons and five community reentry centers. Some are also held in county jails and when necessary, out-of-state contract facilities. The Contract Facility Monitoring division monitors contract facilities and county jails.

The status types of IDOC residents include termers, retained jurisdiction, and parole violators.

  • Termers are individuals that a court has sentenced to a term of incarceration over one year in an IDOC facility.
  • Retained jurisdiction or "riders" are individuals whom the court has retained jurisdiction over and have been sentenced to a period of incarceration in an IDOC facility. The IDOC assesses riders to determine their needs and places them in the appropriate facilities to receive intensive programming and education. Upon completion of a rider, the court determines whether to place the resident on probation or sentence them to term.
  • Parole violators are people who violated the terms of their release on parole, or committed new crimes and are awaiting a revocation hearing from the Commission of Pardons and Parole. The Commission of Pardons and Parole can revoke parole and return the individual to complete their sentence or can reinstate them to parole.

Offender Concerns and Grievance Process

The Idaho Department of Correction maintains a formal Offender and Grievance Process in accordance with established Standard Operating Procedures (SOPs). This process provides residents with a structured and consistent way to address concerns related to:

  • Disciplinary actions                                      
  • Housing assignments or facility transfers
  • Program access
  • Property issues
  • Institutional conditions

Promoting Responsibility & Accountability

IDOC believes it is important for residents to exercise personal responsibility and self-advocacy by utilizing established procedures. The Offender Concern and Grievance Process is not only a mechanism for review — it is also an important component of institutional accountability and resident development.

By engaging in the grievance process, residents:

  • Take ownership of their concerns
  • Practice problem-solving within established rules
  • Learn to navigate structured systems appropriately
  • Develop skills necessary for successful reentry

Encouraging residents to follow policy and advocate for themselves through proper channels supports institutional order, fairness, and long-term behavioral growth.

Incoming Mail

All incoming mail must be clearly addressed with the IDOC resident's committed name (no nicknames), IDOC number, institution, and housing assignment. Incoming mail that presents no procedural problems will be processed and delivered within 24 hours of receipt, Monday through Friday, excluding legal holidays. Junk mail such as direct marketing, mass mailings, sales flyers, credit card applications, coupons, etc. will be destroyed.

Incorrectly addressed mail

Incoming mail that is incorrectly addressed will be handled in accordance with the following guidelines. If possible, incorrectly addressed mail will be delivered to the resident with a note indicating the need for address correction. If after being notified, the sender continues to send mail incorrectly addressed, mail will be returned to the sender. Mail will be returned to the sender if a resident refuses to notify senders of his correct address or encourages senders to use an incomplete or incorrect address.

Books, magazines, and newspapers

New and used books are allowed but must be softcover and no larger than 11 inches long, 8 1/2 inches wide, and 3 inches thick. They must come with a receipt or invoice and be sent directly to the resident from the publication's publisher or an IDOC-approved vendor.

Religious publications - If books are sent in through a religious ministry, the ministry must be listed as the publisher.

Residents may seek approval from their facility's administration to obtain hardback educational, legal, and religious books if softcover versions are not available.

Magazines and newspapers must come directly from their publisher and have a printed delivery label featuring the IDOC resident's name and address.

Publications not meeting these criteria will be returned to the sender.

Contraband and prohibited mail

Any thing--of any kind--that is prohibited by Board, Department, or facility rules, policies, directives, or standard operating procedures. Contraband also includes any thing--of any kind--that a facility head has not approved (1) for possession by an offender or (2) to bring into a facility or onto Department property.

Transfers within the IDOC

When an IDOC resident is transferred to a different housing unit or institution, mail will be forwarded for 60 days from the date of transfer. After 60 days, mail will be returned to the sender.

Release from an IDOC correctional facility

IDOC residents are responsible for filing a change of address with the U.S. Post Office and notifying the facility mailroom of their new address before their release from IDOC custody. When a resident is paroled or released from the custody of the IDOC and the address is known, mail will be forwarded for a period of 60 days. After 60 days, incoming mail will be returned to the U.S. Post Office.
